Well after the McCain/Palin campaign has shifted into overdrive down the "rile the angry mobs" road, McCain half-heartedly (or perhaps stagedly)
attempts to appear reasonable. Campaign tactics, which he ostensibly controls, don't seem to have changed.

Could be. Although in 1984, the Mondale/Ferraro campaign made the idiotic decision to attempt to move to the *right* of Reagan on a couple issues, after obsessing over star wars.
